UNICEF Seeks Consultant to Strengthen Regulatory Framework for Education in Montenegro
UNICEF is seeking an International Consultant to support Montenegro's Ministry of Education, Science and Innovation. The primary objective of this consultancy is to enhance the regulatory framework aimed at preventing school dropout, early school leaving, and educational exclusion. The consultant will be responsible for reviewing existing legislation, identifying gaps in current policies and their implementation, and developing evidence-based measures. These measures are intended to align with Montenegro's national priorities and international standards, ultimately improving equitable access to quality, inclusive education. The analysis will also cover existing support mechanisms, early identification and referral systems, case management, data and monitoring systems, and inter-sectoral coordination among education, social protection, and health sectors. The consultancy is for a duration of 3.5 months and involves remote work with travel to Podgorica, Montenegro.
