Former Finance Minister Buggana Rajendranath alleged that In response to Starred Question No. 973 in Andhra Pradesh Legislative Assembly Session IV, the Government misrepresented the facts. The question
pertained to details of borrowings during the current financial year 2025-26 till August 31st. In a statement released to media, Buggana Rajendranath stated that the response provided by the Government is that, the receipts on account of debt were to the tune of Rs. 44,364.06 crores and the payments on that front were to the tune of Rs. 9,058.25 crores, resulting in net borrowing of Rs. 35,305.81 crores. However, this contradicts the monthly key indicators released by the Comptroller and Auditor General of India.He said that as per the release by the Constitutional body, the revenue receipts of the State Government during this financial year till August 31st is Rs. 61,578.44 crores and the recovery of loans and advances are to the tune of Rs. 31.25 crores. Therefore, the total receipts other than borrowings in this financial year till August are Rs. 61,609.50 crores. The expenditure (along with advances disbursed) during the same period is Rs. 1,16,626.53 crores. The report very clearly conveys that expenditure to the tune of Rs. 55,901.43 crores was funded by borrowings and other liabilities during this FY 2025-26 till August, 31st. The CAG further conveys that this figure of Rs. 55,901.43 crores comprised Rs. 29,224.84 crores of net public debt and Rs. 26,676.33 crores of net public account, which together constitute borrowings and other liabilities. Despite this, the Government attempts to mislead the house into believing that the liabilities contracted during this FY 2025-26 till August 31st is only Rs. 35,305.81 crores. Does this blatant contradiction not malign the integrity and reputation of the Government? Does this not tantamount to cheating the people of the State, whose representatives are members of the Legislative Assembly? he questioned.
