In a landmark operation, a Babbar Khalsa International (BKI) terrorist, involved in petrol bomb attack in Punjab, was successfully extradited from UAE to India with the close coordination and support of
Central Agencies. Parminder Singh, also known as Pindi, is a close aide of terrorists Harwinder Singh (Rinda) and Happy Passia and is involved in multiple heinous crimes, including violent assaults and extortions in the Batala and Gurdaspur region of Punjab, officials said.Acting swiftly on a Red Corner Notice (RCN) requested by Punjab Police, a dedicated four-member team led by a senior police officer travelled to the UAE on September 24 and successfully brought the accused back to face justice.Parminder Singh, who goes by several aliases including Nirmal Singh and Pindi, had fled India a few years ago and was wanted by Punjab Police in several cases of extortion and terror related offences. The CBI, in a statement, said, "The Central Bureau of Investigation (CBI) has successfully coordinated return of wanted fugitive Parminder Singh @ Nirmal Singh @ Pindi from UAE through INTERPOL Channels. Parminder Singh is wanted by Punjab Police in case of Extortion, Unlawful Activities Prevention Act for raising funds for terrorist acts, attempt to murder and Criminal Intimidation. The subject had fled from India and had been absconding." "The International Police Cooperation Unit (IPCU), CBI in collaboration with MEA, MHA, NCB-Abu Dhabi and Punjab Police successfully coordinated in bringing back wanted Red Notice subject Parminder Singh @ Nirmal Singh @ Pindi to India on 26 September 2025. He was escorted by a team of Punjab Police from UAE," the federal probe agency added. In the past few years, the CBI has successfully extradited and deported over 130 fugitives from overseas. "The CBI got the Red Notice published through INTERPOL in this case on 13 June 2025 on the request of Punjab Police. Parminder Singh was arrested by UAE authorities and decision was taken to extradite the subject to India," officials said. The Punjab Police, Saturday, said extradition of Parminder Singh is a major victory in its fight against terror outfits. "This successful extradition underscores Punjab Police’s zero-tolerance policy towards terrorism and organised crime as well as its advanced investigative capabilities and global reach. We are thankful to the Central Agencies, the Ministry of External Affairs (MEA) and the Government of the United Arab Emirates for their invaluable cooperation in this joint effort to uphold justice and strengthen national security," it said.Parminder Singh is a close associate of designated terrorist Harwinder Singh Rinda. In February 2023 MHA designated Rinda as a listed terrorist. He is based in Lahore and is chief of BKI. Investigations have revealed that on directions of ISI, BKI chief Rinda and Happy Passia have carried out 13 grenade attacks in Punjab. In April, FBI detained Passia in USA. Efforts are being made to extradite him back to India.
