The Goa Tourism Department has issued a directive requiring all hotels, guesthouses, and accommodation units across the state to mandatorily use the Tourists Information Management Enterprise (TIME) software for submitting guest data and filing C forms for foreign tourists.
In an advisory released recently, the department emphasised that compliance with the TIME platform is essential for all hotels and guesthouses to enhance safety, security, and tourists and for overall efficiency of the tourism ecosystem in the state.
Introduced by the department to streamline the collection of tourist-related statistics, TIME is now compulsory for all accommodation providers, who must upload relevant guest data using the system.

"All tourist information must be uploaded to the TIME software at Goa Tourism website (Submission of Form-XI) by the 5th of every month. Incomplete or inaccurate submissions undermine the purpose of the system and will be treated as non-compliance," a statement by the department read.
Authorities have made it clear that periodic inspection and audits will be conducted to ensure compliance. Any failure to adhere would lead to penalties and legal action under Rule 17 of the Goa Registration of Tourist Trade (Amendment) Rules, 2022. Repeated or intentional violation could result in the suspension or cancellation of operating licences.
The department also reiterated that submitting Form C remains mandatory for all foreign guests. Form C is a legal requirement that obliges accommodation providers to inform authorities of the arrival and stay details of foreign nationals.

The move is part of the state's ongoing efforts to maintain its status as a leading international tourist destination by ensuring accurate visitor data, improved regulatory oversight, and enhanced security measures.
