The Goa government has cleared a major reform aimed at making property registration faster and more convenient. On Wednesday, the state cabinet approved
the rollout of an "anywhere registration" system, enabling people to register sale deeds and other property-related documents at any sub-registrar office within the same district instead of being restricted to a specific office. The move is expected to reduce appointment delays, improve public services, and simplify property transactions for residents as well as Goans living outside the state. The decision will be implemented through the National Generic Document Registration System (NGDRS), which is already operational across all civil registrar-cum-sub-registrar offices in Goa. These offices currently process a significant number of property-related documents for approval, registration, and execution, often leading to long waiting periods for applicants. To overcome these bottlenecks, the Registration Department, working alongside the National Informatics Centre (NIC), Goa, showcased the proposed system before the cabinet. Following the demonstration, the government approved its implementation. To facilitate the change, the state will issue two notifications amending the Registration Act, allowing deeds to be registered at any sub-registrar office located within the revenue jurisdiction of the respective district. Applicants Can Choose Offices With Shorter Waiting Time Goa currently has 12 sub-registrar offices spread across its two districts. North Goa houses offices at Pernem, Bicholim, Valpoi, Bardez and Tiswadi, while South Goa has offices in Mormugao, Margao, Ponda, Kushavati, Sanguem, Quepem and Canacona. According to a senior government official, the upgraded system will allow applicants to upload documents online and compare the pending workload at different sub-registrar offices before deciding where to complete the registration process. This feature is expected to distribute workload more evenly across registration offices while giving applicants greater flexibility. Registration Timeline Expected To Reduce Significantly The new system will cut waiting times for appointments. Instead of waiting anywhere between 10 and 15 days, applicants are expected to complete the registration process within just a few days, making property transactions more efficient. The initiative is also expected to benefit Goans residing overseas or those living in other parts of India who need to execute property-related documents without facing lengthy procedural delays.
