What is the story about?
The government has announced new measures to make it much simpler for students, migrant workers, and daily wage labourers to get LPG cylinders. The move
aims to help millions of people who often struggle with paperwork, proof of address, and long waiting periods. Key Changes Coming Soon: 1. Special 5kg FTL Cylinders for Migrants & Daily Wage Earners
- Migrant workers and daily wage earners will now be able to easily buy 5 kg refillable LPG cylinders (FTL - Free Trade LPG). They will only need to show basic proof of identity such as:Aadhaar card
- Voter ID
- Any government-issued photo ID
No proof of address or ration card will be mandatory. Oil Marketing Companies (IOCL, BPCL, HPCL) have been directed to make these small cylinders readily available at more outlets.
2. Easier Process for Students
College students living in hostels, PGs, or rented rooms will get a simplified process. They can now apply for a new LPG connection or get refills by submitting:
College ID card
Aadhaar card
Rent agreement or declaration from landlord/hostel warden
Many states are also planning to set up special LPG distribution counters near major educational hubs and industrial areas.
3. No Security Deposit for First Cylinder
For first-time users from these categories, the government will waive the security deposit on the cylinder and regulator for the initial connection. This will reduce the upfront cost significantly
4. Digital & Quick Approval System
A new simplified online portal and mobile app will be launched for these groups.
Applications will be processed within 48 hours.
Delivery will be prioritised to the doorstep or nearby authorised distributors.
5. More Distribution Points
The government plans to increase the number of LPG distributors and temporary outlets in labour colonies, industrial zones, near construction sites, and around universities to reduce travel time and effort.
Why This Move?
Many students and migrant workers previously faced difficulties because they kept changing cities or didn’t have permanent addresses. This often led to them depending on expensive commercial cylinders or unsafe alternatives. The new rules are designed to bring clean cooking fuel within easy reach for these vulnerable sections.
The Ministry of Petroleum and Energy has directed oil companies to make the changes within weeks and to run public education programs so that those who qualify for the program will be able to utilise it to its fullest extent. These changes are expected to assist more than 20 million students, transient workers and day laborers throughout the country.
