New Delhi: Union Home Minister Amit Shah is likely to introduce The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 in Parliament today. The development
has fuelled speculation as to what the objective behind the bill could be. Will it be the restoration of statehood or something else? There is no clarity as of now. Jammu and Kashmir’s statehood was revoked on August 5, 2019, when the Modi government introduced a bill to abrogate Article 370 and bifurcated the state into two Union Territories -- Jammu and Kashmir and Ladakh as separate UT. The revocation of Article 370 was one of the several big promises of the Bharatiya Janata Party (BJP) for many years, which it finally fulfilled. After the abrogation of Article 370, Jammu and Kashmir was made one Union Territory with legislation, while Ladakh was separated as another UT with no legislation, meaning there will be no elections. Besides The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, several other key bills are also expected to be introduced today. These are:
- Bill for removal of Prime Minister, Union Minister, or Minister of State (MoS) arrested or detained on serious criminal charges.
- Bill for removal of Chief Minister or minister of a Union Territory when arrested or detained on serious criminal charges.
- The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025.
- Government of Union Territories (Amendment) Bill, 2025.
