Prime Minister Narendra Modi, while delivering his 12th Independence Day speech at the Red Fort, announced that around 3.5 crore youth will get job opportunities
under the Pradhan Mantri Viksit Bharat Rojgar Yojana. He announced a Rs 1 lakh crore scheme for the youth on the occasion of the 79th Independence Day. Under this scheme, young men and women getting their first job in the private sector will receive Rs 15,000 from the government. Companies will also be given incentive amounts. PM Viksit Bharat Rozgar Yojana (PM-VBRY) came into effect on August 1, 2025. The Yojana aims to generate inclusive and sustainable employment opportunities in the country. With an outlay of Rs 99,446 crore, the scheme targets the creation of more than 3.5 crore jobs over a period of two years. PM Viksit Bharat Rozgar Yojana: Part A and Part B Highlights
Part A For Employees
Under this, first-time employees registered with the EPFO will receive one month’s EPF wage- up to Rs 15,000-in two instalments.
Eligibility: Employees with salaries up to Rs 1 lakh.
Implementation: The first instalment will be payable after six months of service, and the second after 12 months. Employees will also have to complete a financial literacy programme.
Purpose: The scheme aims to encourage the habit of saving. A portion of the incentive will be kept in a deposit account for a fixed period, which can be withdrawn by the employee later.
Incentive: All payments to first-time employees will be made through the Direct Benefit Transfer (DBT) mode using the Aadhaar Bridge Payment System (ABPS).
Part B: For Employers
Part B is designed to encourage the generation of additional employment across all sectors.The PIB press release states, "Employers will get incentives in respect of employees with salaries up to Rs 1 lakh. The Government will incentivize employers, up to Rs 3,000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the third and fourth years as well."

Implementation: Companies registered with the EPFO must hire at least two additional employees (for employers with fewer than 50 employees) or at least five additional employees (for employers with 50 or more employees) on a sustained basis for a minimum of six months.
Incentive: Payments to employers under Part B will be made directly into their PAN-linked accounts.
How to Avail Benefit?
Employees will have to complete the financial literacy programme mandated under the scheme. Companies will have to submit employee details to EPFO for verification.
As per the Indian Government, 1.92 crore beneficiaries will be freshers entering the workforce for the first time. The benefits of the scheme will apply to jobs created between August 1, 2025, and July 31, 2027.
