India’s labour market recorded a broad-based improvement in July, with more people entering the workforce and a larger proportion of the population finding
employment. The latest data from the Ministry of Statistics and Programme Implementation (MoSPI) showed that the overall unemployment rate also eased to 5.1 per cent during the month. However, the recovery was not uniform across the country. Rural India accounted for much of the improvement in labour force participation and employment, while urban indicators moved at a slower pace. The gender-wise data also presented a mixed picture, with female participation rising sharply overall but unemployment among urban women increasing. According to the latest Periodic Labour Force Survey (PLFS) monthly bulletin, the Labour Force Participation Rate (LFPR) for people aged 15 years and above climbed to 55.4 per cent in July, compared with 54.4 per cent in June. The Worker Population Ratio (WPR) also moved higher, rising from 51.4 per cent to 52.5 per cent. At the same time, the unemployment rate declined from 5.5 per cent in June to 5.1 per cent in July. Rural India Powers The Rise In Workforce Participation The greatest improvement came from rural areas, where more people either worked or were available and actively looking for jobs. The rural LFPR rose to 58 per cent in July from 56.6 per cent in June, marking a 1.4 percentage-point increase. In comparison, urban LFPR saw only a modest rise, moving from 50.1 per cent to 50.4 per cent. The year-on-year comparison provides further perspective. Overall LFPR increased from 54.9 per cent in July 2025 to 55.4 per cent in July 2026. Rural LFPR rose significantly from 56.9 per cent to 58 per cent. Urban LFPR, however, slipped from 50.7 per cent to 50.4 per cent. Employment data followed a similar pattern. Overall WPR increased to 52.5 per cent in July from 51.4 per cent a month earlier. Rural WPR jumped 1.6 percentage points to 55.4 per cent, while urban WPR edged up from 46.8 per cent to 47 per cent. On a yearly basis, overall WPR rose from 52 per cent in July 2025 to 52.5 per cent. Rural WPR increased from 54.4 per cent to 55.4 per cent, whereas the urban figure remained unchanged at 47 per cent. Female Workforce Participation Sees A Sharp Jump One of the notable developments in the July PLFS data was the increase in female labour force participation. The overall female LFPR rose 1.7 percentage points in a month, climbing from 32.7 per cent in June to 34.4 per cent in July. Rural women accounted for much of this movement, with female LFPR in rural areas increasing from 36.6 per cent to 38.8 per cent. Urban female participation also improved, although by a considerably smaller margin. The urban female LFPR rose from 24.8 per cent in June to 25.3 per cent in July. The annual comparison again highlights the rural-urban difference. Overall female LFPR increased from 33.3 per cent in July 2025 to 34.4 per cent in July 2026. Rural female LFPR rose from 36.9 per cent to 38.8 per cent, while urban female LFPR fell from 25.8 per cent to 25.3 per cent. Female employment also strengthened, particularly in rural India. Rural female WPR surged from 34.7 per cent in June to 37.2 per cent in July. Urban female WPR recorded a smaller increase, moving from 22.7 per cent to 23.1 per cent. Joblessness Falls, But Urban Women Remain A Concern The headline unemployment figure improved in July, with unemployment among people aged 15 years and above falling to 5.1 per cent from 5.5 per cent in June. Once again, rural India drove the improvement. Rural unemployment declined from 5 per cent to 4.5 per cent. Urban unemployment, meanwhile, was broadly stable, edging up slightly from 6.6 per cent in June to 6.7 per cent in July. Despite the monthly increase, urban unemployment was lower than the 7.2 per cent recorded in July 2025. The gender-wise figures reveal another layer to the labour market story. Male unemployment declined from 5.3 per cent in June to 5 per cent in July. Rural male unemployment dropped from 4.9 per cent to 4.6 per cent, while urban male unemployment stood at 5.9 per cent. On a year-on-year basis, urban male unemployment improved from 6.6 per cent to 5.9 per cent. For women, however, the picture was less consistent. Overall and rural female unemployment declined from their June levels, but urban female unemployment increased from 8.4 per cent to 8.8 per cent in July. The urban female unemployment rate was also considerably higher than the overall female unemployment rate of 5.4 per cent. On a year-on-year basis, it remained broadly unchanged, compared with 8.7 per cent in July 2025. PLFS Captures Monthly Labour Market Movement The July estimates were prepared using information collected from 3,71,021 people. The sample included 2,11,411 individuals from rural areas and 1,59,610 from urban areas. The monthly estimates are based on the Current Weekly Status (CWS) approach, which captures labour market activity over the reference week. The PLFS methodology was revised from January 2025 to enable the publication of monthly and quarterly labour market indicators. The July numbers therefore point to an overall strengthening in workforce participation and employment, but they also underline the uneven nature of the recovery. Rural India emerged as the key driver, while urban employment gains remained limited and unemployment among urban women increased.
