Uttar Pradesh has unveiled a sweeping set of property and rental reforms under its ambitious Vision 2047 roadmap, aimed at bringing transparency, speed,
and inclusivity to the real estate sector. By March 2026, the state government plans to digitise transactions, introduce QR code–based ownership verification, and extend rebates for women property buyers. Speaking to reporters, Minister of State for Stamp and Registration Ravindra Jaiswal said the new measures would ensure instant ownership rights after registration, ending the current delay of 35–40 days in updating revenue records. “Revenue officials will now verify records on-site, and the buyer’s name will be updated immediately post-registration,” he explained.
Key Features of the Reform Plan
- Digital Ownership Checks: Buyers will soon be able to scan a QR code to view property ownership details, past transactions, and seller credentials, reducing fraud risks.
- Stamp Paper ATMs: Machines dispensing stamp papers in denominations of Rs 10–Rs 100 will be launched, similar to cash ATMs.
- Simplified Rent Agreements: Formal rental contracts will attract a fixed registration fee of Rs 500–Rs 1,000, aimed at securing rights for both landlords and tenants.
- Family Settlements: Property disputes spanning up to four generations can be settled at a flat fee of Rs 5,000.
Boost for Women and Revenue Growth
The government has introduced targeted incentives for women buyers. For example, a woman purchasing a property worth Rs 1 crore will immediately save Rs 1 lakh in stamp duty. This push comes alongside a surge in registrations: from 16 lakh in 2017-18 to nearly 50 lakh annually now.Stamp and registration revenues have also doubled, climbing from Rs 16,000 crore in 2017 to about Rs 35,000 crore in 2025. Around 8.5 lakh citizens have benefited from various exemptions, according to official data.
Upgraded Citizen Experience
Registration offices will be modernised on the lines of Passport Seva Kendras, complete with token systems, help desks, and air-conditioned waiting halls. The state also plans to simplify stamp duty rules, reducing parameters from 42 to around 20, making costs easier for citizens to understand.Land Verification and Future Plans
To speed up land-use clarity, verification will be completed within three months of purchase.
