viral on social media, triggering a debate over protocol and transparency inside government offices. The short clip, which shows the interaction during the meeting at the Secretariat, quickly spread across platforms after being shared online. While it was initially unclear who had recorded the footage, speculation grew that it may have been filmed by a government staff member.

However, sources have clarified that the video was recorded by Simmachandran, a well-known social worker and advocate for the rights of persons with disabilities in Tamil Nadu. He was present during the meeting as part of the delegation representing the community.
The video was later uploaded on a social media account belonging to another member of the same organisation, after which it began circulating widely and drew significant public attention. The circulation of the video has sparked a discussion online. A section of users expressed concern over filming inside the Chief Minister’s office, saying such spaces usually follow strict rules regarding photography and videography.
Others, however, viewed the moment differently, describing it as a reflection of openness and accessibility during the meeting, especially since it involved discussions with differently abled representatives and their concerns.
According to standard administrative practice, videography and photography are generally not allowed inside the Chief Minister’s office or Secretariat without prior permission. These restrictions are typically in place to maintain security, privacy, and the dignity of high-level government discussions.
Officials said such norms are followed across most government institutions, particularly in offices of senior constitutional authorities, where controlled access and documentation rules are strictly enforced.
