Prime Minister Narendra Modi on Saturday made his first visit to Manipur since ethnic clashes erupted between Kukis and Meiteis in May 2023, urging people
to shun violence and join hands for reconciliation and progress. Speaking at rallies in Imphal's Kangla Fort and Kuki-dominated Churachandpur, Modi underlined the need to heal divisions between the state's Hills and Valley, while announcing fresh development initiatives worth thousands of crores.
‘Need a Strong Bridge of Trust’
Addressing thousands at Kangla Fort, the Prime Minister said, "A strong bridge of trust must be built between the people of the Hills and the Valley in Manipur. Our government is committed to healing the wounds and restoring confidence."
He called Manipur the "ratna adorning the crown of Mother India", adding that any violence in the state was a grave injustice to both ancestors and future generations.
In Churachandpur, Modi appealed to various groups to put aside conflict. "I appeal to all organisations to move forward on the path of peace and fulfil their dreams. The Government of India is with the people of Manipur. We are working towards the goal of making Manipur a symbol of peace, prosperity and progress."
The PM, who visited a relief camp before the rally, said he was moved by the resilience of the affected families. "After meeting them, I can say with confidence that a new dawn of hope and trust is rising in Manipur."
Modi announced that the Centre had cleared a special package of Rs 3,000 crore for Manipur, including Rs 500 crore earmarked for displaced families. He said support was also being given to build 7,000 houses for those who lost their homes in the violence.
"For Manipur's development, for the resettlement of displaced families, and for the establishment of peace, the Government of India will continue to support the Manipur government in every possible way," he added.
Modi reminded the audience that in the last 11 years, several disputes across the Northeast had been resolved peacefully. "For development to take root anywhere, peace is essential. People of the Northeast have chosen peace and given priority to development."
Manipur's Bravery and Women's Role
The PM lauded Manipur's contribution to national security, recalling its soldiers' role in Operation Sindoor. "The valiant sons of Manipur played a key role, and the country will always remember their bravery."
He also praised Manipuri women for driving the state's economy. "Women of Manipur are at the forefront of the state's growth. The 21st century belongs to the Northeast, and the women of this land will lead it."
Manipur, the 'Gem' of India's Northeast
Calling India's rapid rise towards becoming the world’s third-largest economy an opportunity for the Northeast, Modi said, "The name Manipur itself has ‘mani’ (gem), and this gem will shine for the entire region in the times to come."
He laid foundation stones for projects worth Rs 7,300 crore and said the government was committed to delivering better schools, hospitals, and connectivity to every part of the state.
What Happened in Manipur in 2023?
Over 260 people have been killed and thousands rendered homeless after ethnic violence broke out in the state in May 2023, as the two largest groups, the majority Meitei and minority Kuki, battled over land and influence. Tensions escalated when the Kuki community protested against Meitei demands for official tribal status, which Kukis argued would further strengthen Meitei influence in government and society, including the ability to purchase land or settle in predominantly Kuki areas.
Police armouries were looted, hundreds of churches and more than a dozen temples were damaged, and villages were destroyed. More than 60,000 people, nearly 40,000 from the Kuki Zo community and around 20,000 Meiteis, have been displaced due to the ethnic violence.
