Hours after US President Donald Trump "cancelled" strikes on Iran, Iranian media on Friday released details of what it claimed a '14-point draft memorandum
of understanding' between Tehran and Washington. The draft of the new memorandum published by Iran's Mehr News was reportedly different from the previous published provisions reported by Axios. According to Mehr, the 14-point draft is still awaiting final examination and approval from the relevant Iranian authorities. Earlier Axios reported that the proposal envisages a 60-day extension of the current ceasefire, including in Lebanon, while discussions over the nuclear issue were underway. In contrast, the draft released by Mehr calls for an immediate and lasting end to hostilities across all fronts, including Lebanon, to be followed by a 60-day period of negotiations aimed at reaching a comprehensive nuclear deal. - Immediate and permanent ceasefire on all fronts, including Lebanon.
- US commitment not to interfere in Iran’s internal affairs and to respect Iran’s sovereignty. and to withdraw its forces from areas surrounding Iran.
- Full lifting of the naval blockade within 30 days.
- Reopening of the Strait of Hormuz within 30 days under Iranian arrangements.
- Suspension of sanctions on Iranian oil, petrochemicals, and related exports, with full access to the resulting revenues.
- The US and its allies to provide reconstruction plans for Iran worth at least $300 billion.
- A 60-day negotiation period to reach a final agreement on nuclear issues and the complete removal of US primary and secondary sanctions, as well as related UN Security Council and IAEA measures.
- Iran reaffirms its NPT commitment not to develop nuclear weapons.
- During negotiations, the US will not deploy additional forces to the region or impose new sanctions.
- Release of $24 billion in frozen Iranian assets during the 60-day negotiation period, with half made available before talks begin.
- Establishment of a monitoring mechanism to oversee implementation of the agreement.
- The final agreement will be endorsed by a UN Security Council resolution.
- Final negotiations will begin only after the release of half of Iran’s frozen assets, suspension of oil sanctions, and lifting of the naval blockade.
- The final deal will focus solely on uranium enrichment, enriched material, sanctions relief, and Iran’s economic reconstruction and Iran’s missile programme and support for resistance groups are excluded from the agenda.
Meanwhile, Trump had also announced on Thursday that the US and Iran could come to terms this weekend on an agreement that would set the pathway to end the three-month-old war. As per the US President, Vice President JD Vance will sign the agreement.
Trump on several occasions in recent weeks had said that he was on the cusp of a deal without anything coming to fruition. A spokesperson for Iran's Foreign Ministry told state television following Trump's comments that mediators were active but nothing had been finalised to end the conflict.
