New Delhi: Congress leader Rahul Gandhi on Thursday stepped up his attack on the Election Commission, questioning who within the poll panel ordered Tata
Consultancy Services (TCS) to make changes to the online Form 6 used for voter registration. In a post on X, Gandhi raised a series of questions over the alleged changes to the form and sought to know who authorised and signed off on them. “The online Form 6 was changed illegally - as the EC's own Commissioners have recorded. Who at the ECI ordered Tata Consultancy Services to make that change? Who at TCS signed off on it? And were they pressured into doing it?” the Congress leader wrote in a post on X.

Gandhi's post comes amid an escalating Opposition campaign against the Election Commission over the Special Intensive Revision (SIR) of electoral rolls and alleged irregularities in the voter-registration process.
In a separate post, the Congress leader also questioned the legal protection available to Chief Election Commissioner Gyanesh Kumar, alleging that the law provides him with blanket immunity.
“Q. Why is CEC Gyanesh Kumar the only Indian with lifelong blanket legal immunity? A. Because PM Modi uses him to steal elections,” Gandhi said.
His remarks come against the backdrop of an ongoing controversy over the functioning of the three-member Election Commission.
An Indian Express report recently said Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had formally recorded objections at least 14 times over 10 months to decisions taken in the name of the poll panel. The issues reportedly included voter registration, deletion and restoration of names, as well as the SIR exercise.
The Election Commission has maintained that differences and deliberations within the three-member panel are part of its functioning. EC officials have also said that decisions, including those concerning SIR, had the approval of all three commissioners.
The Congress leader's post comes a day after Opposition leaders met in New Delhi to discuss a coordinated political and legal response to their concerns over the electoral process.
At the INDIA bloc meeting, leaders discussed the SIR exercise, alleged irregularities in elections, EVMs and the need to take the issue beyond political parties and mobilise civil society.
Congress president Mallikarjun Kharge called for CEC Gyanesh Kumar's removal and renewed the Opposition's demand to replace EVM voting with paper ballots.
“On EVMs, our position should also be clear. These are machines that BJP decides to use as per its needs, in Rahul Ji’s words- to win, get a hung house or lose an election. So we cannot allow them to use these machines any further, we must go back to Ballot votes to restore faith and confidence in India’s election system,” Kharge said.
The Congress president also called for the pre-SIR electoral roll to be used for future elections, greater transparency in electoral-roll revisions, an effective appeal mechanism before voter deletions, safeguards for eligible voters against administrative failures and simpler registration for first-time voters.
