Delhi, Maharashtra, and Chandigarh have emerged as top performers in Niti Aayog’s inaugural India Electric Mobility Index (IEMI) 2024, which ranks states
and Union Territories based on their electric vehicle ecosystems. The index evaluates 16 indicators across three core themes: EV adoption, charging infrastructure readiness, and innovation. In terms of transport electrification, Delhi and Maharashtra lead the way, while Haryana, Karnataka, Ladakh, and Himachal Pradesh rank highest for public charging infrastructure readiness. Delhi, Tamil Nadu, Maharashtra, Karnataka, Haryana, and Telangana have been recognised as frontrunners in EV research and innovation. The initiative is designed to help states align with national e-mobility goals through data-driven insights, identify areas for improvement, and support cross-sectoral planning. India's EV landscape has seen sharp growth over the past decade. From accounting for just 0.5% of vehicle sales in 2018, EVs now represent 7.7% of new vehicle sales as of 2024. More than 6.5 million EVs are currently on Indian roads. Charging infrastructure remains a key focus, with over 25,000 public charging stations operational as of October 2024. Karnataka leads in total installations. The report also notes that 29 states and UTs have notified dedicated EV policies, with four more in the draft stage. These policies play a crucial role in driving adoption through localised incentives, regulatory support, and region-specific strategies. In 2024 alone, over 12 lakh EVs were registered in India, with private electric two-wheelers and cars making up 5.3% of the total.
