Rubio’s visit aims to strengthen the India-US Comprehensive Global Strategic Partnership amid continuing differences between the two countries over trade and other policy issues.
Welcoming the American diplomat, Ministry of External Affairs spokesperson Randhir Jaiswal wrote on social media, “Welcome to Mumbai, US Secretary of State, on your second visit to India!”
Jaiswal said the visit offered an opportunity to deepen cooperation across various areas of the bilateral relationship. “The visit provides an opportunity to further advance cooperation across the various pillars of the India-US Comprehensive Global Strategic Partnership,” he said.

Trade Deal, Energy Cooperation In Focus
The proposed India-US trade agreement was expected to be a key subject of discussion during Rubio’s visit. The two countries have been negotiating the pact since early 2025 to address tariff-related concerns, reduce non-tariff barriers and expand market access.
Ahead of his India visit, Rubio indicated that negotiations were nearing completion. Speaking in Uzbekistan, he said the US was “very close” to finalising the agreement and suggested that trade negotiations were among the considerations behind Washington’s decision to grant national security waivers related to Russian oil purchases.
“We’re trying to finalise the trade deal with India right now. We’re very close to doing that. So that’s one of the things we take into consideration when the President makes a decision about national security waivers and things of that nature,” Rubio said.
Jaishankar had also recently indicated that negotiations were approaching a “landing point”.
Bilateral Ties Amid Recent Strains
Rubio’s visit comes at a time when India-US relations are facing challenges over tariffs, immigration policies and Washington’s claims regarding its role in easing tensions during the India-Pakistan military confrontation in May 2025.
The US decision to increase H-1B visa fees and restrictions affecting green-card processing have added to concerns in India, particularly among technology companies and professionals.
During his Mumbai engagements, Rubio is expected to attend a reception marking the 250th anniversary of US independence before travelling to Jamnagar in Gujarat on Wednesday.
The visit marks Rubio’s second trip to India this year. During his earlier visit in May, he held talks with Prime Minister Narendra Modi and Jaishankar and participated in a Quad foreign ministers’ meeting.
