A significant change for electricity consumers in Bihar has come into force from April 1, as the Bihar government introduces the Time of Day (ToD) tariff for users with smart prepaid meters. Under this
system, electricity bills will now vary depending on the time of usage.
With the implementation of the ToD tariff, consumers may benefit from lower rates during certain hours, while usage during peak periods could lead to higher bills. The structure is designed to shift consumption patterns and manage demand more efficiently.
Understanding ToD Tariff
The ToD tariff has been divided into three time slots:
- Peak Hours (5 pm to 11 pm): Electricity usage during this period will be charged at 10% above the standard rate.
- Off-Peak Hours (9 am to 5 pm): Consumers will receive a discount of up to 20% on electricity usage.
- Normal Hours (11 pm to 9 am): Standard tariff rates will apply without any increase or reduction.

Approximately 8.7 million users with smart prepaid meters across the state will be impacted by this new billing structure.
According to the Energy Department, the primary aim of this system is to reduce electricity consumption during peak evening hours and encourage greater usage during the day, thereby easing pressure on the power grid.
Approval By Regulatory Authority
The Bihar Electricity Regulatory Commission (BERC) has approved the implementation of this tariff model following a proposal by power distribution companies.
In addition to the ToD system, certain slabs for domestic and non-domestic consumers have been merged. This adjustment is expected to provide relief ranging from Rs 0.42 to Rs 1.53 per unit for many users.
How Consumers Can Save On Electricity Bills
To avoid higher electricity bills, consumers are advised to manage their usage wisely. Experts recommend operating high-consumption appliances such as washing machines, geysers, and water pumps during off-peak daytime hours to maximise savings.
The government maintains that the new tariff system will help balance electricity demand, reduce strain on the supply network, and improve overall grid efficiency.
However, consumers should be mindful that increased usage during evening peak hours may lead to higher monthly bills.
