Amritsar Terror Plot Busted: In a major breakthrough, the Amritsar Police has busted two alleged ISI-backed cross-border terror modules and arrested nine people, including four juveniles, recovering illegal
weapons, explosive material and ammunition.
The operation led to the recovery of three illegal pistols, nine live cartridges and four petrol bottle bombs, according to police.
In a post on X, Punjab Police said that preliminary investigations indicated that the accused were allegedly acting on the instructions of foreign-based handlers linked to Pakistan’s Inter-Services Intelligence (ISI). The handlers were allegedly attempting to recruit local youth for terror-related activities, surveillance of security installations, procurement of illegal weapons and creating disturbances in Punjab.

Police also uncovered the alleged use of surveillance cameras near railway tracks. The cameras were reportedly installed to monitor movement and the footage was allegedly shared with foreign-based handlers.
It said that FIRs have been registered at Police Stations of Mohkampura, Airport, and C-Division, Amritsar. Further investigation is underway to identify the remaining members of the ISI-backed network, establish its forward and backward linkages, trace the financial trail, and uncover any involvement in other terror-related activities.
Punjab DGP Gaurav Yadav said the operation was carried out as part of the state’s zero-tolerance policy towards terrorism and reiterated that the police remained committed to dismantling terror networks and safeguarding Punjab’s security and sovereignty.
Punjab Police Commissioner Gurpreet Singh Bhullar said most of those involved in the petrol bomb module were juveniles. He claimed that eight members of the group had travelled to the protest site at Jantar Mantar in Delhi, where they allegedly received logistical support and materials for making petrol bombs.
According to Bhullar, the group allegedly received instructions and support from a Pakistan-based ISI handler but failed to carry out any planned attack. Acting on intelligence inputs, police arrested the accused after they returned to Amritsar.

A CCTV camera installed on an overhead electrification (OHE) pole along the Amritsar-Delhi railway track had also been detected about a month ago. Police said a solar panel had been fitted to power the camera and a SIM card recovered from it was registered in the name of Gurdev, who was subsequently arrested.
The development comes days after Punjab Police’s Counter Intelligence wing busted an alleged cross-border narcotics smuggling and organised crime network in Amritsar on August 1. One operative was arrested and 20 kg of heroin was recovered in that case.
