US President Donald Trump’s Foreign Envoy, Steve Witkoff, announced the launch of Phase Two of the President’s 20-point plan to end the Gaza conflict. This marks a shift from a ceasefire arrangement to “demilitarisation”,
“technocratic governance” and large-scale “reconstruction in Gaza”.
In a post on X, Witkoff said Phase Two provides for the creation of the National Committee for the Administration of Gaza (NCAG), which will oversee governance during the transitional period.
He underlined that the United States expects Hamas to fully comply with its obligations, including the immediate return of the final deceased hostage. “Failure to do so will bring serious consequences,” the US envoy wrote.
He further highlighted the achievements of the earlier stage and said Phase One had delivered “historic humanitarian aid,” ensuring the continuation of the ceasefire.

Trump Announces Formation Of ‘Board Of Peace’
US President Donald Trump on Thursday announced the formation of a Gaza board of peace, describing it as a key Phase Two step in a US-backed plan aimed at ending the war in the region. The members of the group will be announced soon.
According to the plan, the board would oversee a technocratic committee responsible for managing Gaza’s day-to-day affairs as part of a broader ceasefire framework.
“It is my Great Honor to announce that THE BOARD OF PEACE has been formed. The Members of the Board will be announced shortly, but I can say with certainty that it is the Greatest and Most Prestigious Board ever assembled at any time, any place. Thank you for your attention to this matter!” Trump wrote in a post on Truth Social.
Notably, the Board of Peace was first proposed by Trump in 2024 as a transitional authority that would oversee Gaza’s reconstruction and supervise a technocratic panel of Palestinian administrators.
The Peace Board for Gaza is expected to include international figures and Trump has indicated that he intends to chair it himself, AFP reported, citing officials.
The Gaza Board of Peace has been formed to supervise Gaza’s governance after the war and guide political and security decisions during the transition period.
