Saudi Arabia has launched a new digital visa initiative aimed at making travel to the Kingdom simpler and faster. The Ministry of Tourism’s “Package Visa” programme, which entered its pilot phase on July 6, combines visa processing with pre-planned travel packages, allowing visitors to book their flights, accommodation and entry permit through a single platform.
The move is part of Saudi Arabia’s broader Vision 2030 strategy, which seeks to position the country as a major global tourism destination.
Unlike the traditional process where travellers separately apply for visas, book flights and arrange hotels, the new system integrates the entire journey into one digital transaction.
India is among the six countries selected for the initial rollout of the programme, alongside Jordan, Egypt, Mexico, Indonesia and Bangladesh.
How does Saudi Arabia’s Package Visa work?
The Package Visa is not a separate visa category but a new way of processing tourist entry. Eligible travellers can choose a curated holiday package from approved travel providers, make a digital payment and receive their electronic tourist visa within 48 hours.
The process works in three simple steps:
Select a travel package → Make digital payment → Receive e-visa approval
The visa is automatically linked to the travel booking, reducing paperwork and eliminating the need for separate applications.
What does the package include?
The bundled travel package covers:
- Round-trip flights with confirmed bookings
- Accommodation at a Ministry of Tourism-approved property rated four stars or above
- Electronic tourist visa processing
- Travel insurance coverage
- Optional experiences, including guided tours, local activities and entertainment tickets
Currently, Saudi authorities have approved two travel providers to offer the service — Almosafer and Reserval.

- Visa type: Single-entry tourist visa
- Validity: Three months from the date of issuance
- Permitted stay: Between two and 88 days
- Group booking limit: Up to 14 travellers
- Processing time: Up to 48 hours
- Starting cost: SAR 4,000 (around Rs 88,000) for the first two days, with an additional SAR 1,000 charged per extra day
One important condition is that the visa and travel package are linked. Travellers cannot cancel the visa separately, and cancelling the travel package automatically cancels the associated visa.
Why Indian travellers may find it useful
For Indian tourists, especially first-time visitors, the biggest advantage is convenience. The new system removes the need to navigate separate visa portals or visit application centres in cities such as Delhi, Mumbai or Bengaluru.
The fully digital process promises quicker approvals, fewer documents and no embassy visits. Since packages include certified hotels and customer support, it may also appeal to families and travellers looking for a more structured holiday experience.
The visa also allows visitors to travel to Makkah and Madinah after entering Saudi Arabia, although it does not include direct Umrah booking services.
Not ideal for every traveller
The biggest drawback is the cost. Starting at around Rs 88,000 for just two days, the Package Visa is significantly more expensive than Saudi Arabia’s regular tourist e-visa, which costs around $120 (approximately Rs 10,000).
The fixed package model may also not suit backpackers or budget travellers who prefer choosing cheaper accommodation, using airline miles or planning their own itineraries.
Additionally, unlike the standard tourist e-visa that allows multiple entries, the Package Visa permits only a single visit.
Saudi Arabia’s Package Visa is designed for travellers seeking convenience over flexibility. For families, luxury tourists and first-time visitors wanting a hassle-free holiday, it offers a streamlined way to explore destinations such as Riyadh, AlUla and Jeddah.
However, independent travellers and frequent visitors may still find the traditional tourist e-visa a cheaper and more flexible option.
