Maharashtra has intensified its crackdown on food safety violations, suspending the permits of 12 quick-commerce warehouses operated by Blinkit, Zepto and Swiggy Instamart after inspections found cockroach infestations, rotten vegetables and other unhygienic conditions.
The Maharashtra Food and Drug Administration (FDA) said it inspected 86 establishments and issued 60 improvement notices. It suspended the permits of five Blinkit warehouses, five Zepto warehouses and two Swiggy Instamart facilities.
The inspections were conducted as part of a wider food-safety drive led by Maharashtra’s food safety chief Tukaram Mundhe.
The FDA said inspectors found a range of hygiene lapses at the warehouses.
At a Blinkit facility, officials found a cockroach infestation and rotten vegetables. Other locations had rodent droppings and what the authorities described as unhygienic conditions.
At a Zepto warehouse in Nashik, delivery workers were found entering storage areas wearing street footwear. The FDA said this posed a risk of cross-contamination.
Photographs released by the state authorities showed dirty and rusted storage racks, with cockroaches seen around food products.
The findings have raised questions about hygiene standards at the so-called dark stores that form the backbone of the quick-commerce business.
These facilities are typically located close to residential areas and function as small warehouses from which orders are picked and dispatched. Unlike conventional supermarkets, consumers generally do not enter them.
Mundhe said the state would not tolerate practices that could put public health at risk.
“We will not tolerate any playing with public health,” he said in an FDA statement, warning of tougher action against unsafe food preparation and storage.
Blinkit’s parent company Eternal and Swiggy declined to comment, while Zepto did not respond to queries.
India’s quick-commerce sector has grown rapidly on the back of demand for near-instant delivery of groceries, food and household essentials.
Blinkit, Zepto and Swiggy Instamart have built large networks of fulfilment centres across the country. According to Datum Intelligence, Blinkit has around 2,200 delivery outlets in India, while Zepto and Swiggy have roughly 1,100 each.
The sector is estimated to be worth around $13 billion and handles millions of orders every day.
But the business model also creates a regulatory challenge.
Quick-commerce companies rely on hundreds or thousands of small warehouses to keep products close to customers. Maintaining consistent standards for pest control, cleaning, storage, refrigeration and worker hygiene across such a large network can be difficult.
The Maharashtra inspections show that food-safety compliance is becoming an important issue for the sector as it expands.
The action against quick-commerce warehouses is part of a broader campaign by the state FDA.
Mundhe has also ordered inspections of restaurants and other food businesses in Maharashtra. Earlier this week, the department shut four Domino’s outlets over hygiene-related violations.
The scrutiny has attracted attention because large national chains and organised food-delivery companies are generally expected to have standardised operating and safety procedures.
The latest inspections indicate that the state authorities are willing to take action against individual outlets and warehouses regardless of the size or reputation of the brand operating them.
The FDA said it had issued 60 improvement notices following its inspections, indicating that the crackdown extends beyond the 12 warehouses whose permits were suspended.
