What is the story about?
United States Secretary of State Marco Rubio is set to travel to India from May 23 to 26, his first such visit since assuming the role. The trip will include stops at Kolkata, Agra, Jaipur and New Delhi, according to a statement from US State Department spokesperson Thomas “Tommy” Pigott.
“The Secretary will discuss energy security, trade, and defence cooperation during meetings with senior Indian officials,” the statement read. Rubio’s visit to Kolkata has garnered attention as he will be the first US Secretary of State to visit the city in over a decade.
Let’s take a closer look.
US Secretary of State Marco Rubio’s visit to Kolkata matters as the city holds a key place in American diplomacy.
The West Bengal capital hosts one of the oldest American consulates in the world and the first in India. On November 19, 1792, US President George Washington appointed Benjamin Joy of Newburyport as the first American Consul to Kolkata, according to the US embassy and consulates in India website.
Joy arrived only in April 1794, but was never formally recognised by the British East India Company. However, his appointment signalled the start of America’s official engagement with Kolkata and the rest of India, as per the website.
Located in Kolkata's Ho Chi Minh Sarani street, the Consulate oversees American interests in 11 states, such as West Bengal, Bihar, Jharkhand, Sikkim, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura.
Rubio will be the first US secretary of state to travel to Kolkata since May 2012, when Hillary Clinton visited the city. At the time, she also met the then West Bengal Chief Minister Mamata Banerjee.
In July 2016, the then US under-secretary of state for political affairs Thomas A Shannon Jr paid a visit to Kolkata and held talks with then CM Banerjee, reported Times of India.
Explaining the reason behind picking Kolkata over other metros for his visit, Shannon said it was due to the city's rich history, and as it houses the oldest US Consulate office in India. “We have had the longest presence in Kolkata. I am also amazed at what India has achieved despite her social complexities and political compulsions. India is a great democracy and a huge one. We are eager to continue our engagement in various issues in India. We also have an eye on learning from the experience…… lessons that we can take elsewhere.”
As per United News of India, political observers predict that Rubio's proposed trip to Kolkata could indicate a renewed national and international relevance for West Bengal under the newly sworn-in government led by senior Bharatiya Janata Party (BJP) leader Suvendu Adhikari.
During his four-day India visit, Rubio is expected to participate in a meeting of the Foreign Ministers of the Quad countries — India, the US, Japan and Australia.
India is likely to host a foreign ministers' meeting of the Quad group next week. According to the US embassy in New Delhi, Rubio would attend this meeting and that it looked forward to welcoming him "for his first visit to India, ministerial Quad meetings, high level engagements, and celebrating 250 years of America".
The foreign ministers of the four countries could discuss pressing global challenges, including the fallout of the war in West Asia. The meeting is likely to be held in New Delhi on May 26, with Australian Foreign Minister Penny Wong and Japanese Foreign Minister Motegi Toshimitsu in attendance. External Affairs Minister S Jaishankar will preside over it.
During the visit, Rubio is also likely to attend the celebrations for the 250th anniversary of American independence from Great Britain in Delhi.
The timing of Rubio's trip to India is important, as the US has threatened to attack Iran if no deal is reached in the coming days. The war in West Asia has triggered a global energy crisis, disrupting supplies and pushing up oil prices as the Strait of Hormuz remains closed.
Rubio’s visit comes on the heels of Washington's bid to bolster partnerships across the Indo-Pacific amid growing geopolitical uncertainty. As per News18, officials are expected to discuss maritime security, defence interoperability and regional coordination through platforms like the Quad.
The trade negotiations between India and the US could also be a major focus of Rubio's visit. There has been renewed momentum in recent months in the talks after earlier disagreements over Donald Trump's tariffs and market access.
Reports say the two countries are expected to discuss various topics, including supply chains, manufacturing partnerships, cooperation in technology and investment opportunities.

Some are wondering why Rubio is going to Kolkata. I suspect, given USA @ 250, a key reason is it's one of the oldest American missions in the world. (and obv the oldest in India) https://t.co/JkaAuZOxf9 pic.twitter.com/WuNcODVfec
