What is CBSE open-book exams?
In CBSE's open-book assessments, students will be allowed to use textbooks, class notes, and other approved resources while answering questions in subjects like -- languages, mathematics, science, and social science.
The proposal was approved after a pilot project got the approval in December 2023, which tested open-book exams across Classes 9 to 12. The aim of the pilot project was to check -- how feasible and acceptable the format is in schools.
Students scored between 12 per cent and 47 per cent in the pilot project on open-book exams, showing they had some trouble using resources effectively and understanding interdisciplinary concepts.

Will it be beneficial for students?
Naman Jain, Vice Chairman, Silverline Prestige School, Ghaziabad- "CBSE’s open book policy makes sense up to Grade 9 if the goal is to build domain competency. But for it to work, schools must shift from rote-based assessments to application-driven, competency-based exams. Only then will the open book format truly add value.”
Sasmita Mohanty, Director, Sanjay Ghodawat International School- "In line with the National Curriculum Framework for School Education (NCFSE) 2023 and National Education Policy (NEP) 2020, CBSE’s open book assessments (OBA) represent a meaningful step in India’s education sector. This approach will be truly beneficial for the students by facilitating a much-needed transition from traditional to competency-based learning. By prioritising skill development and critical thinking, OBA will not only reduce the academic pressure but will prepare students for real-life problem-solving.
Additionally, by promoting an application-based assessment model, this will encourage a deeper understanding of the subject matter and its practical application. This will further provide a more meaningful and lasting learning experience for the students by fostering higher-order thinking skills."
Awadhesh Kumar Jha, Principal, Sarvodaya Co-ed Vidyalaya, Sector 8, Rohini, Delhi- "CBSE’s open book exams can be beneficial for students because they reduce the pressure of memorizing and focus more on understanding concepts. Students can learn how to apply knowledge to real-life situations instead of just rote learning. It also encourages critical thinking and problem-solving skills. It's a step towards practical and smart learning. If done right, it can make learning more interesting."
Anand Jacob Verghese, Chairman, Hindustan International School- "CBSE’s move towards open book exams can foster critical thinking, application-based learning, and deeper understanding over rote memorisation. Students will learn to analyse, interpret, and apply concepts—skills essential for higher education and real-world problem solving. This approach also reduces exam-related anxiety, encouraging a healthier academic environment. However, its success will depend on well-structured question papers that test reasoning rather than direct recall, and adequate teacher training to guide students in this shift. If implemented effectively, open book exams can transform assessment into a tool for nurturing curiosity, creativity, and lifelong learning."
