Security Re-evaluation Initiative
The administration in West Bengal has initiated a thorough reassessment of the security details provided to numerous politicians and government officials
throughout the state. This decision stems from a recent, in-depth evaluation of potential threats, with the primary objective being a more effective redistribution of security resources. The aim is to ensure that protection is exclusively granted where it is demonstrably required and proportionate to the perceived risks. This strategic move is anticipated to affect a considerable number of individuals across the political spectrum and various government departments, signaling a shift towards a more needs-based approach to security provision in the state. The process involved a meticulous examination of current protection levels for each individual, taking into account their public standing, the nature of their professional duties, and any specific security concerns they might be facing. Consequently, recommendations have been formulated to either diminish or completely withdraw existing security escorts and personnel. The government maintains that this exercise is purely administrative and driven by professional assessments, free from any political influence. However, this recalibration has inevitably stirred some debate and raised questions from opposition parties regarding the underlying reasons for these security downgrades. They have voiced concerns about the safety of their members, suggesting that the decision might be politically motivated. Conversely, the ruling party has defended the measure as a routine administrative action designed to enhance the efficient utilization of limited security resources and personnel.
Targeted Security Adjustments
Following the comprehensive security review, West Bengal has scaled back protection for several prominent political leaders, former officials, and other public figures, a move that includes the withdrawal of house guards and a reduction in overall police deployment. This latest phase of security rationalization comes on the heels of prior curtailments affecting high-profile individuals, such as Trinamool Congress national general secretary Abhishek Banerjee, especially in the context of recent administrative changes. An official directive recently issued outlines how the security arrangements for a number of VIPs were re-evaluated and adjusted based on updated threat perception analyses. Among those whose security cover has been reduced are Trinamool Congress MP Kalyan Banerjee, former minister Arup Biswas, state party president Subrata Bakshi, Beliaghata MLA Kunal Ghosh, former Kolkata mayor and TMC leader Sovan Chatterjee, Rajya Sabha MP and former state police chief Rajeev Kumar, retired DGP Manoj Malaviya, and former acting DGP Piyush Pandey. As part of these revised measures, police personnel previously stationed as house guards outside their residences have been withdrawn. Sources within the administration indicate that the review identified individuals who no longer required enhanced security and would now receive protection solely commensurate with their current constitutional or official status. For instance, Kalyan Banerjee and Rajeev Kumar, both Members of Parliament, will continue to receive the standard security afforded to MPs. Arup Biswas, who previously had security as a state minister, will no longer have that level of protection due to his current lack of ministerial or legislative office. Similarly, Kunal Ghosh, who had been granted enhanced security following court directions after expressing fears of reprisal post-release on bail in the Saradha case, will now only receive the security applicable to his MLA status. Additionally, the enhanced security provided to an advocate who represented the TMC and state government in several legal cases during the previous administration has also been withdrawn, as authorities found no justification for its continuation. Piyush Pandey, who had security reflecting his earlier role as acting DGP, will now retain only the protection appropriate for his present position. This directive emphasizes that no individual should receive security beyond actual, demonstrable needs. Earlier, the BJP government had also reviewed VIP security and curtailed Abhishek Banerjee's 'Z-plus' category security and special pilot car services, alongside withdrawing police deployment from his residences and office premises. The state government has, however, assured that the security of former Chief Minister Mamata Banerjee remains a top priority, with Kolkata Police instructed to ensure adequate arrangements for her residence, movements, and public engagements without tolerance for any lapses.
