As temperatures in Uttar Pradesh threaten to reach 50°C, the state is proactively devising strategies to retain tourists, who traditionally migrate to cooler
hill stations during the summer. Recognizing the significant influx of religious tourists to prominent sites like Varanasi, Ayodhya, and Prayagraj, the government aims to extend their stay by introducing engaging water sports and adventure activities. This initiative seeks to diversify Uttar Pradesh's tourism appeal, traditionally dominated by winter and pilgrimage seasons, by making the hotter months a viable and attractive time for visitors. The underlying principle is to leverage the existing visitor base and offer them compelling reasons to explore beyond their initial spiritual journeys, thereby fostering an experience-driven tourism model. Officials are focused on creating a more balanced tourism calendar, ensuring consistent visitor engagement throughout the year rather than relying solely on peak winter and festive periods.
Structured Adventure Rollout
To facilitate this ambitious expansion, Uttar Pradesh is implementing a comprehensive framework. Standard Operating Procedures (SOPs) are being developed to govern private water sports and adventure operators, ensuring safety and quality standards. A specialized Adventure and Sports Tourism unit is being established within the tourism directorate to spearhead the identification of suitable locations and the regulation of activities. Independent consultants will conduct thorough feasibility studies to confirm that chosen sites meet stringent safety, environmental, and visitor traffic criteria. Furthermore, a unified digital portal is under development to streamline the application and approval process for operators, making it easier for them to establish and run their businesses. This structured approach aims to create a regulated yet dynamic environment for adventure tourism, encouraging private investment while maintaining governmental oversight.
Existing Success Stories
The foundation for this new adventure tourism push is already visible in several locations. In Varanasi, cruise tourism along the Ganges River has become a well-established attraction, offering a blend of scenic river views and cultural immersion. Ayodhya is enhancing its tourism infrastructure by expanding boating activities on the Sarayu River, complementing its spiritual attractions. Prayagraj has successfully experimented with motorboat rides and other water-based experiences during major events like the Maha Kumbh and Magh Mela, demonstrating the potential for engaging visitors with the river. In Gorakhpur, Ramgarh Tal has seen gradual development of water sports and recreational boating, supported by local initiatives and existing boat clubs. These existing successes provide a blueprint and momentum for further development across the state.
Expanding to New Horizons
The current plan involves actively exploring new sites for water sports, including reservoirs and lakes like Barua Sagar in the Bundelkhand region. The strategy is decidedly site-specific, with each potential location being assessed for its unique suitability for particular activities, ensuring feasibility and sustainability. Officials emphasize that the choice of activity will be contingent upon the specific characteristics of each site, including its capacity and expected visitor numbers, along with rigorous safety guidelines. The overarching objective is to elevate the average tourist's stay in Uttar Pradesh by seamlessly integrating these adventure offerings into popular destinations, thereby enhancing the overall visitor experience and encouraging longer durations of exploration and enjoyment within the state's diverse landscapes.
Boosting Sustainability & Investment
Uttar Pradesh's Tourism Policy-2022 plays a crucial role in fostering this new sector by providing incentives for private investors. This includes capital subsidies, exemptions, and additional benefits, with a special focus on encouraging participation from women and entrepreneurs from Scheduled Castes (SC) and Scheduled Tribes (ST) communities. The state is also drawing inspiration from successful models in landlocked states like Madhya Pradesh and Chhattisgarh, adapting their approaches to leverage Uttar Pradesh's inland water bodies – rivers, dams, and lakes – as substitutes for coastal attractions. While acknowledging challenges such as extreme heat and the need for stringent safety regulations in water sports, officials are committed to establishing comprehensive safety protocols, including carrying capacity assessments, well-trained personnel, certified equipment, and robust licensing systems to ensure responsible development and operation of these adventure hubs.
