An Unsettling Remark
Manisha Mhaiskar, a seasoned Indian Administrative Service (IAS) officer with an illustrious career spanning 33 years, has brought to light a deeply concerning
incident that occurred in 2023. She recounted that shortly after the current government assumed office and during the crucial phase of finalizing departmental postings, a prominent political figure expressed a clear preference against appointing a woman to lead his specific department. Mhaiskar described this sentiment as "shocking," particularly given the advancements made in achieving gender parity within the administrative sphere. This discriminatory stance effectively disqualified her from consideration for that particular role, despite her extensive experience and qualifications. The officer emphasized that this was an isolated incident in her long tenure, as she had otherwise not encountered such differential treatment based on her gender throughout her career.
Broader Implications
This disclosure, made by Mhaiskar in an interview for a women civil servants' conference souvenir, has sent ripples through Maharashtra's political and administrative corridors. While the officer chose not to name the minister involved, the remark has inevitably fueled speculation within political circles. The incident is particularly noteworthy as it pertains to the ruling Mahayuti coalition, led by Devendra Fadnavis, with Eknath Shinde and Sunetra Pawar as his deputies. The implication that such a biased viewpoint can still surface at senior levels of governance is a cause for concern, especially when progress towards gender equality in administration has been a consistent objective. Mhaiskar, however, also shared insights into effective administration, stressing the importance of time management, strategic prioritization, and fostering strong teamwork, noting that successful outcomes are intrinsically linked to an officer's ability to collaborate effectively with their teams. She also acknowledged the role of social media in providing a platform for personal expression.
