Stricter Event Oversight
In the wake of a somber incident involving two fatalities from suspected drug consumption at a Goregaon concert on April 12, the Mumbai Police are implementing
more stringent approval processes for all music events, with a particular focus on Electronic Dance Music (EDM) performances. A senior police official indicated that concerts featuring EDM are perceived to have a higher likelihood of attendees using substances to enhance their experience. This heightened scrutiny has already led to the denial of permission for a Circoloco event, a renowned international party brand known for underground techno and house music genres, while an event featuring DJ Calvin Harris was granted approval. The distinction was drawn by officials, who suggested that events like 'Mohammad Rafi nights' or the Calvin Harris concert would face fewer hurdles in obtaining permissions compared to EDM-centric gatherings.
Enhanced On-Site Presence
Mumbai Police are significantly increasing their visible presence at music concerts to deter illicit activities and ensure attendee safety. Plainclothes officers will be integrated within venue crowds to discreetly monitor for instances of drug use, theft, or sexual harassment. Furthermore, external checks at venue entrances will be bolstered in an effort to prevent individuals from bringing narcotics into the premises. However, authorities acknowledge the challenges, noting that individuals might consume drugs prior to arrival, and implementing random drug testing could be perceived as an infringement on personal rights in India, unlike in some other countries. This multi-pronged approach aims to create a safer environment for all attendees.
Formation of Specialized Squads
To address specific safety concerns at live shows and music concerts, the Mumbai Police are establishing three distinct specialized squads. An 'anti-drug squad' will focus on preventing the use and distribution of narcotics within venues. An 'anti-harassment squad,' which will include female constables, will be vigilant against any instances of sexual misconduct. Lastly, an 'anti-theft squad' will target known offenders who often frequent crowded events to exploit the environment for criminal activity. These specialized units are designed to provide targeted and effective security measures, complementing the broader police presence. The Police Commissioner has also emphasized the need for event organizers and venue owners to assume greater responsibility for attendee safety, especially in light of the Nesco case where a security guard was allegedly bribed to facilitate the entry of drugs, leading to ten arrests, including the guard's.
