India has rolled out the Baggage Rules, 2026, alongside new Customs Baggage (Declaration and Processing) Regulations, 2026, and a comprehensive Master
Circular, all aimed at transforming the international travel experience. This significant overhaul seeks to inject greater transparency and speed into customs declarations, a crucial step in reducing airport congestion and enhancing passenger satisfaction. Authorities now possess the capability to issue temporary certificates for baggage imports or exports. This innovation is particularly beneficial for individuals bringing in professional equipment or high-value items for a temporary stay in India, promising to minimize delays and the potential for goods being held at customs checkpoints, thereby fostering a more efficient and less stressful entry and exit process for all travellers.
Enhanced NRI Relocation Benefits
The government has significantly eased the Transfer of Residence (TR) benefits for Non-Resident Indians (NRIs) returning to settle in India. For those who have spent less than one year abroad, the duty-free allowance for bringing in goods has been raised to Rs 1.5 lakh. This adjustment is specifically tailored to support the reintegration of Indians relocating back home, aiming to alleviate the financial burdens and complexities often associated with customs procedures during such significant life transitions. The intent is to make the process of settling back into India more welcoming and less financially taxing for returning expatriates.
Jewellery Allowance Simplified
A notable change under the revised customs regulations pertains to the duty-free allowance for jewellery for returning residents and tourists of Indian origin. Previously, value often dictated limits, leading to confusion. Now, the allowance is weight-based, making it far more straightforward. Women are permitted to carry up to 40 grams of jewellery duty-free, while other travellers can bring up to 20 grams without incurring customs duties. This shift from value to weight simplifies the declaration process and aims to eliminate ambiguity, ensuring a more predictable and user-friendly experience for those bringing personal jewellery items into India.
Diverse Traveller Allowances
The updated rules also establish distinct duty-free limits for various categories of travellers to ensure clarity and fairness. Foreign tourists embarking on a visit to India can now bring items valued up to Rs 25,000 without the imposition of customs duty. Furthermore, airline crew members have their own specified allowance, enabling them to carry goods worth Rs 2,500 duty-free. These differentiated allowances are designed to provide clear guidelines for each group of international travellers, acknowledging their different travel purposes and durations.
Increased General Duty-Free
A substantial upgrade in duty-free allowances is a cornerstone of the new Baggage Rules 2026. Indian residents, tourists of Indian origin, and eligible foreign travellers (those with valid visas, excluding tourist visas) can now bring in goods up to Rs 75,000 without needing to pay any customs duty. This increased allowance is a welcome development, offering greater flexibility and financial relief to a broad spectrum of international passengers returning to India, allowing them to bring back more personal belongings with greater ease.
Long-Term Resident Benefits
For individuals returning to India after extended periods abroad, the new baggage rules offer significant financial relief. Those who have resided overseas for one to two years can now import goods worth up to Rs 3 lakh duty-free. The benefits extend further for those who have lived outside India for more than two years, with an exceptionally high allowance of Rs 7.5 lakh in goods being duty-free. These tiered allowances are a clear indication of the government's intent to facilitate the return of long-term residents by substantially reducing the customs duty burden on their accumulated belongings.
Electronics, Pets, and More
The Baggage Rules 2026 have also addressed the import of personal electronic items and other personal effects. Travellers aged 18 years and above are now permitted to bring one laptop into India duty-free. Additionally, personal items such as cameras and wristwatches can be included within the general free allowance limits. Enhancing the convenience for pet owners, the new regulations also incorporate provisions for carrying pets, making international travel with companions a smoother experience for passengers undertaking journeys to or from India.
