Devastating Outbreak
A grave health crisis unfolded at the Kakabandha Ashram School in Odisha's Mayurbhanj district when numerous students fell severely ill. The alarming incident,
which occurred on Tuesday, directly followed the consumption of a meal on Sunday morning. Reports indicate that the food served included items not typically on the authorized menu, such as fermented rice, mashed potatoes, and mango chutney. Shortly after eating, students began experiencing distressing symptoms, including profuse vomiting and relentless bouts of loose motion. The severity of their condition necessitated swift medical intervention, with more than 100 students being rushed to a local community health center. Sixty-seven students were in critical condition and required transfer to the PMR Medical College and Hospital in Baripada for advanced care. Sadly, despite intensive medical efforts, a fifth-grader, identified as Rupali Besra, succumbed to the illness on Tuesday morning while undergoing treatment in the Intensive Care Unit (ICU).
Intensified Medical Response
Following the mass illness outbreak, a comprehensive medical response was immediately deployed. At the time of reporting, a significant number of students remained under medical observation and treatment. Sixty-six students were continuing their recovery at the hospital, while an additional 41 were admitted to the community health center. To ensure adequate medical attention and monitoring, two dedicated medical teams were dispatched. One team was stationed at the community health center to manage patients there, while another medical unit was established at the school premises itself to provide on-site care and assess any further potential issues. The District Collector, Hema Kanta Say, emphasized the ongoing admission of more students to the hospital, underscoring the evolving nature of the situation and the need for continuous medical vigilance and resource allocation to manage the large number of affected individuals.
Government Intervention
The gravity of the situation prompted swift and decisive action from the highest levels of government. The Chief Minister, expressing deep sorrow over the student's death, personally intervened by ordering a thorough investigation into the circumstances surrounding the tragic incident. The Revenue Divisional Commissioner (RDC) for the central division was tasked with spearheading this inquiry and was scheduled to visit Rasgobindpur on Wednesday morning to gather firsthand information. In addition to the investigation, the Chief Minister's Relief Fund (CMRF) announced financial assistance of Rs 3 lakh for the family of the deceased student. Further underscoring the urgency, the Chief Minister directed the Joint Director of the Integrated Disease Surveillance Programme (IDSP) and another doctor to immediately travel to the affected area to bolster the existing medical response and implement disease control measures.
Accountability and Action
The incident has ignited demands for accountability, with authorities vowing stringent action against those found responsible. The District Collector indicated that beyond a police investigation, an independent inquiry would be conducted to delve into allegations that the headmaster had provided food items outside the approved menu. Such alleged negligence is expected to lead to consequences for the teachers and officials involved in the incident. Supporting these measures, a police case has officially been registered, initiated based on a complaint filed by the mother of the deceased student. In a significant development, the school's headteacher, Jayant Kumar Panigrahi, has been suspended from his duties on charges of negligence. Furthermore, the government has announced an ex gratia payment of Rs 7 lakh to the family of the student who tragically lost her life, aiming to provide some measure of support during this difficult time.
