What's Happening?
Delaware Governor Matt Meyer has launched the Small Business Joint Inspection Pilot, an initiative designed to simplify the process for new businesses to open in the state. This pilot program, enacted under Section 5 of Executive Order 21, creates a single,
coordinated pathway for businesses to complete necessary applications and pre-opening inspections. Previously, new business owners had to navigate multiple state agencies, websites, and resources to understand and fulfill various permit and license requirements. The new pilot replaces this fragmented system with one streamlined process. Governor Meyer stated that the goal is to reduce complexity, delays, and the number of websites businesses need to visit, providing a clear path from concept to opening. The Office of Small Business Access (OSBA), also established by Executive Order 21 and led by Director Anastasia Jackson, is spearheading the pilot in collaboration with participating state agencies. These agencies are directed to publish a standard list of common small-footprint businesses and a plain-English checklist of state requirements for each business type.
Why It's Important?
This pilot program is significant for Delaware's small business ecosystem, as it directly addresses a long-standing challenge of bureaucratic hurdles for new entrepreneurs. By consolidating applications and inspections, the state aims to reduce the time and resources required to launch a business, thereby fostering a more business-friendly environment. This initiative could lead to increased small business formation, job creation, and economic growth within Delaware. Small businesses are often the backbone of local economies, and by making it easier for them to start and operate, the state can attract more entrepreneurial activity. The streamlined process also reduces administrative burdens on state agencies, potentially freeing up resources and improving efficiency. This move signals a commitment from Governor Meyer's administration to support small businesses, which could enhance Delaware's reputation as a place to do business.
What's Next?
New business owners registering through Delaware One Stop will be introduced to OSBA's coordination services and can choose to participate in the pilot. Those who opt in will use ServiceNow to identify required permits, licenses, and applications, with direct links provided. ServiceNow will also alert liaisons at participating agencies, enabling coordinated reviews and planning. OSBA will facilitate meetings between owners and agency liaisons, assist with resolving permitting issues, and coordinate inspection visits to minimize delays. Participating agencies include the Delaware Department of Transportation, Department of Natural Resources and Environmental Control, Delaware State Fire Marshal, Division of Public Health, and the Office of the Alcoholic Beverage Control Commissioner. Eligible business types range from retail stores and restaurants to childcare facilities and small manufacturing operations. Only new businesses that have not yet opened and require applications with participating state agencies are eligible, and participants must create a my.delaware.gov account.
Beyond the Headlines
The Small Business Joint Inspection Pilot represents a broader trend in government to improve efficiency and user experience, often termed 'government as a platform.' By integrating services and creating a single point of contact, Delaware is adopting principles common in the private sector to enhance public service delivery. This initiative could serve as a model for other states looking to reduce red tape and support their small business communities. Beyond the immediate economic benefits, such programs can build trust between the government and its citizens by demonstrating a proactive approach to problem-solving and a commitment to supporting local enterprises. It also highlights the increasing role of technology, like ServiceNow, in modernizing governmental processes and making them more accessible and transparent for the public.
