What's Happening?
A joint venture led by WhiteWater, alongside partners Devon Energy, MPLX, Diamondback Energy, and Western Midstream Partners, has reached a Final Investment Decision (FID) to construct the Solitude Pipeline System. This new natural gas pipeline project
will transport gas from the Permian Basin to Katy, Texas. The system is planned in two phases, with the first phase expected to commence operations in late 2029, providing an initial capacity of approximately 2.25 billion cubic feet per day (Bcf/d). The second phase, scheduled for 2030, will add another 2.25 Bcf/d, bringing the total capacity to about 4.5 Bcf/d. The joint venture has secured substantial long-term firm transportation agreements with investment-grade shippers to support the large-scale project. WhiteWater will hold a 50% ownership stake, Devon Energy 25%, MPLX 10%, and Diamondback Energy and Western Midstream Partners each 7.5%.
Why It's Important?
This pipeline project is crucial for unlocking the value of natural gas production in the Permian Basin, the largest oil-producing region in the U.S. Producers like Devon Energy and Diamondback Energy have historically faced volatile and sometimes negative pricing at the Waha hub due to insufficient takeaway capacity. The Solitude Pipeline System will provide much-needed long-haul capacity to the U.S. Gulf Coast, enabling producers to transport gas to markets where it can be sold at higher prices, including liquefied natural gas (LNG) export terminals. For midstream companies MPLX and Western Midstream Partners, their investment in the Solitude system represents a new source of lower-risk growth and incremental cash flow, enhancing their long-term growth visibility and supporting their high-yielding distributions. The project addresses a critical infrastructure gap, facilitating continued production growth and improving economic stability for Permian Basin operators.
What's Next?
The first phase of the Solitude Pipeline System is slated to enter commercial service in late 2029, followed by the second phase in 2030. The project is subject to customary regulatory and other approvals. The joint venture has designed the system with the flexibility for further capacity expansions to meet additional shipper demand, indicating potential for future growth beyond the initial phases. Oil and gas producers, particularly Devon Energy and Diamondback Energy, will continue to integrate this new pipeline capacity into their production and marketing strategies to optimize gas sales. Midstream partners MPLX and Western Midstream will focus on the project's development and subsequent operational phases to realize the anticipated cash flow and distribution growth.
