The Renewable Hydrogen Coalition is actively working to overcome significant barriers hindering the widespread adoption and commercialization of renewable hydrogen in Europe. Despite high ambitions and initiatives, including binding demand targets, the sector
faces challenges such as a substantial cost gap compared to fossil alternatives, regulatory uncertainties, and infrastructure limitations. The Coalition identifies that while renewable hydrogen is crucial for decarbonizing hard-to-electrify sectors like steel production, aviation, and shipping, its deployment has not met initial expectations. Current costs for renewable hydrogen range from €5.3 to €13 per kilogram, significantly higher than conventional grey hydrogen at €2.5 to €4.5 per kilogram. Public financing has primarily focused on capital expenditure and research, neglecting the high operational costs and the cost gap faced by early projects. Furthermore, regulatory signals are being softened or delayed, eroding investor trust, and infrastructure development, particularly for hydrogen pipelines and electricity grid upgrades, is lagging. The most critical barrier remains the lack of consistent demand, with slow and uneven progress in implementing uptake targets across member states.

To stimulate demand, the Coalition advocates for maintaining and implementing existing legal targets and ensuring that initiatives like the European Commission’s proposed Industrial Accelerator Act effectively incentivize products made with renewable hydrogen, potentially through a 50% quota in public procurement. To boost supply, reducing the cost of renewable hydrogen is paramount, which includes enabling access to affordable renewable electricity by examining taxation and network charges. Infrastructure development requires accelerating the build-out of hydrogen networks and electricity grids, with funds for anticipatory investments and priority access for shovel-ready projects. For financing, the Coalition emphasizes the need for support schemes to address operational costs and combine European and national funding, capped at 100% of the cost gap, while providing greater flexibility in project completion deadlines to de-risk investments. The focus is now on execution and creating market conditions that make a business case for industry investment and scaled deployment.
