What's Happening?
Hillsboro, Texas, is undergoing significant commercial development with the opening of several new fast-food chains along I-35, near the site of the former outlet mall. In the past four months, Chili’s, Panda Express, Chick-fil-A, and Waffle House have
all commenced operations. This wave of new businesses follows the 2024 opening of a Buc-ee’s nearby, which has already been attracting travelers between Waco and DFW. Additionally, a Boot Barn is currently under construction, and a Starbucks is planned to open next to the Panda Express. The city and private developer Glaser Retail acquired the former outlet mall property in 2023, with Glaser developing the lots near the frontage road and the city retaining the back two-thirds for future use. Existing buildings on the city's portion currently house a Bath and Body Works and a nail salon, with long-term plans for the remaining space still being determined by Economic Development Director Jessica Trew.
Why It's Important?
This commercial revitalization along I-35 in Hillsboro, Texas, signifies a strategic effort to boost local economic activity and enhance services for both residents and travelers. The influx of well-known fast-food brands and other businesses creates new job opportunities and increases the city's sales tax revenue, which Hillsboro City Manager Megan Henderson stated would be used to fund municipal projects like street repair. For Hillsboro residents, who previously had limited shopping and dining options within a 30-minute radius, these new establishments provide convenient access to goods and services. The development also leverages the high traffic volume on I-35, particularly from the nearby Buc-ee's, positioning Hillsboro as a more attractive stop for interstate travelers and potentially drawing further investment. This growth could transform Hillsboro from a 'bedroom community' into a more self-sufficient economic hub.
What's Next?
The city of Hillsboro plans to continue its 'long game' strategy for the undeveloped portions of the former outlet mall site, with Economic Development Director Jessica Trew indicating that future plans will focus on finding the best fit for the community. The revenue generated from the new businesses, through sales and property taxes, will be allocated to address municipal challenges, including essential city services like street repair. The ongoing construction of a Boot Barn and the planned Starbucks opening suggest continued expansion in the immediate future. Local businesses, such as El Taco Jalisco, are encouraged to adapt and continue serving their customers amidst the new competition. The city's approach aims to balance attracting new businesses with ensuring long-term benefits for its citizens and infrastructure.
Beyond the Headlines
The redevelopment of the former outlet mall in Hillsboro, Texas, highlights a broader trend in smaller U.S. cities located along major interstate highways: leveraging transient traffic for economic growth. By strategically attracting national brands, Hillsboro is not only generating immediate revenue but also enhancing its appeal as a regional destination. This development could lead to a shift in local identity, moving from a quiet pass-through town to a more vibrant commercial center. The careful planning by the city to retain a portion of the land for future, community-aligned development also reflects a conscious effort to manage growth sustainably, rather than simply allowing unchecked commercial sprawl. This balance between capitalizing on commercial opportunities and preserving community interests is a critical aspect of urban planning in rapidly developing areas.
