The Cargo Incident Notification System (CINS), an organization comprising 14 of the largest container carriers, has issued a position paper advocating for the mandatory classification of all cargo containing lithium-ion batteries as 'Dangerous Goods.'
This call comes in response to a significant increase in ship fires attributed to these batteries, with one such incident occurring every 17 days. CINS specifically targets the urgent reform of Special Provision 188 (SP188) of the International Maritime Organization's (IMO) Dangerous Goods Code. SP188 currently allows certain lithium cells and batteries to be transported under reduced requirements if they meet specific testing and packaging rules, leading to less visibility in the supply chain. The organization argues that the rapid growth in lithium-ion battery usage and shipment volumes has rendered this exemption outdated and dangerous. A recent fire aboard the CMA CGM Petra, shortly after departing Singapore, highlights the ongoing risks, though the cause of that particular incident is still undetermined.
