What's Happening?
China has introduced a new consumption tax on various battery products and photovoltaic (solar) cells, ending an 11-year exemption that had been in place since 2015. Effective September 1, 2026, a 2% consumption tax will be levied on lithium-ion, lithium primary,
mercury-free, nickel-metal-hydride, and vanadium redox-flow batteries, increasing to 4% from September 1, 2027. Similarly, photovoltaic cells will face a 2% tax starting April 1, 2027, rising to 4% from April 1, 2028. This tax applies to the factory-gate value of cells and packs sold by manufacturers. However, next-generation technologies such as sodium-ion batteries, solid-state batteries, fuel cells, and advanced PV cells (perovskite, tandem, gallium-arsenide) are temporarily exempt from September 1, 2026, through December 31, 2028, provided they meet national standards and provide qualifying test reports. Taxpayers can credit consumption tax paid on battery inputs, and self-produced batteries used in continuous production are not taxed. Exports remain outside the scope of this new tax.
