The National Science Foundation (NSF) has highlighted a significant shift in the funding dynamics of U.S. research and development. Historically, the U.S. government was the primary funder of research, especially during the Cold War era, when it financed
nearly two-thirds of the nation's research and development efforts, largely for defense purposes. However, this trend has reversed over the decades. Currently, industry funds approximately three-quarters of U.S. research and development, while federal funding has decreased to less than a fifth. This change reflects a broader trend where commercial labs are now at the forefront of technological innovation, compelling the Pentagon to adapt and integrate these innovations rather than leading them. The NSF's data, spanning from 1957 to 2023, illustrates this transition, with defense research funding dropping from 85% during the Sputnik era to about 49% today, despite a rise in civilian research funding, particularly in biomedical fields.
