What's Happening?
Consumer advocates are calling on life insurance regulators to enhance death-claim searches, citing concerns that the current reliance on the federal Death Master File (DMF) may result in millions of missed deaths annually. Richard M. Weber, a veteran
of the life insurance industry, highlighted that only 16% of U.S. deaths are captured in the DMF, a significant drop from previous years due to privacy-related restrictions. This has led to potential delays or losses in benefits for families. The National Association of Insurance Commissioners (NAIC) discussed the need for modernized standards to better identify deceased policyholders and locate beneficiaries. The NAIC's Life Insurance Policy Locator tool, while helpful, does not maintain a central database and relies on beneficiaries being aware of its existence.
Why It's Important?
The potential underreporting of deaths poses a significant risk to beneficiaries who may not receive timely or any benefits due to gaps in death-claim searches. This issue underscores the need for improved regulatory standards and more comprehensive data sources to ensure that life insurers can accurately identify deceased policyholders. Strengthening these processes could enhance consumer protection and trust in the life insurance industry. Additionally, consistent adoption of unclaimed life insurance requirements across states could lead to more uniform consumer protections and reduce the risk of unclaimed benefits.
What's Next?
Regulators and industry stakeholders may consider developing new model regulations that require insurers to utilize additional sources of death information, such as state vital records and obituary databases. There is also potential for discussions at future national meetings to address these concerns and explore solutions. The industry may need to adopt more frequent death searches and establish metrics for reporting death matches and successful beneficiary contacts. These steps could help ensure that beneficiaries receive the benefits they are entitled to in a timely manner.
