What's Happening?
Tanzania's Domestic Gold Purchase Programme has achieved a significant milestone, purchasing 35 tonnes of gold in two years, far exceeding its initial annual target of 6 tonnes. This success is attributed to the visionary leadership of H.E. President
Dr. Samia Suluhu Hassan and the dedication of various stakeholders. The program's second anniversary marks a cumulative achievement that reflects strong government support, including contributions from the Ministry of Finance, Ministry of Minerals, Mining Commission, Office of the Attorney General (OAG), Office of the Treasury Registrar (OTR), and the Tanzania Revenue Authority (TRA). The Bank of Tanzania, gold refineries, mining companies, and international stakeholders have also played crucial roles in this national initiative. The program aims to strengthen the gold sector, increase gold supply to domestic refineries, and support their accreditation to international standards.
Why It's Important?
This achievement is important for Tanzania's economy, as mining constitutes about 10.3 percent of its economy, with gold being the largest export. By significantly increasing domestic gold purchases, Tanzania is strengthening its control over a vital natural resource and boosting local economic activity. This initiative helps to retain more of the value chain within the country, rather than relying solely on foreign mining companies. The focus on increasing gold supply to domestic refineries and supporting their London Bullion Market Association (LBMA) accreditation requirements indicates a strategic move towards enhancing the country's capacity in gold processing and potentially increasing its global market influence. Furthermore, the program's commitment to enabling small-scale miners, particularly women and young people, to access formal financial services and participate more fully in the mining sector, promotes financial inclusion and equitable growth.
What's Next?
Moving into its third year, the Domestic Gold Purchase Programme plans to focus on several key areas. These include strengthening technology and automation, accelerating payments to miners, and improving operational efficiency. The program also aims to further increase the gold supply to domestic refineries and support them in meeting LBMA accreditation requirements, which would enhance their international standing. Additionally, there is a strong commitment to expanding financial inclusion across the mining sector, with a particular emphasis on empowering small-scale miners, including women and youth. These steps are designed to build a stronger, more inclusive, and sustainable gold sector in Tanzania, potentially leading to increased revenue and economic stability.
Beyond the Headlines
The success of Tanzania's Domestic Gold Purchase Programme extends beyond mere economic figures, reflecting a broader national strategy to assert greater sovereignty over its natural resources and foster inclusive economic development. By prioritizing local content and participation, Tanzania is challenging traditional models of resource extraction often dominated by foreign entities. This approach could serve as a model for other resource-rich developing nations seeking to maximize the benefits of their natural wealth for their own populations. The emphasis on supporting small-scale miners and promoting financial inclusion also addresses socio-economic disparities, aiming to distribute the benefits of the mining sector more widely. This initiative highlights a shift towards self-reliance and strategic resource management, potentially influencing regional economic policies and fostering greater intra-African trade and collaboration in the mining sector.
