What's Happening?
The Department of Commerce has initiated the first proposal round under the American AI Exports Program, established by Executive Order 14320 on July 23, 2025. This program is part of a broader policy to enhance U.S. leadership in artificial intelligence
and promote the global deployment of American AI technologies. The proposal phase, which began on April 1, 2026, invites industry-led consortia to submit proposals for export packages by June 30, 2026. These consortia must span the full AI stack, including AI-optimized hardware, data pipelines, AI models, cybersecurity measures, and sector-specific applications. The program aims to ensure that U.S. content comprises at least 51% of the value of AI hardware, and proposals must demonstrate compliance with national security and export control requirements.
