The Pennsylvania Department of Community & Economic Development has introduced the Governor's Responsible Infrastructure Development (GRID) Standards, aimed at ensuring responsible data center development. These standards focus on four key areas: energy
affordability, transparency and community engagement, workforce and economic development, and environmental protection. To receive a GRID Certificate, data center developers must submit detailed plans demonstrating compliance with these standards, including energy plans that do not impose additional costs on utility ratepayers and community outreach plans to promote public engagement. The standards also require annual renewals to ensure ongoing compliance.
