What's Happening?
The US Navy has awarded a $2.2 billion contract to TOTE Services for Vessel Construction Management (VCM) to oversee the acquisition of new Medium Landing Ships (LSMs) for the US Marine Corps. The contract aims to leverage commercial best practices to improve
cost, schedule, and performance in shipbuilding. The initial production will involve subcontracts with Bollinger Shipyards and Fincantieri Marinette Marine for the construction of up to eight LSMs. This contract represents an innovative shift in Navy shipbuilding, focusing on maximizing commercial practices to expand the U.S. shipbuilding industrial base.
Why It's Important?
This contract is a strategic move to enhance the Navy's operational capabilities by ensuring the timely and cost-effective delivery of new landing ships. By adopting commercial best practices, the Navy aims to reduce risks associated with cost and schedule overruns, which have historically plagued military shipbuilding projects. The successful implementation of this strategy could set a new standard for future military procurement processes, potentially leading to more efficient and effective defense spending.
What's Next?
The VCM will have the flexibility to determine the best award strategy for additional vessels, allowing for adaptability in response to changing needs and priorities. As the project progresses, the Navy will monitor the effectiveness of the VCM strategy in achieving its goals. The outcome of this initiative could influence future procurement strategies across the Department of Defense, encouraging a broader adoption of commercial practices in military acquisitions.
