What's Happening?
The European Investment Bank (EIB), through its development arm EIB Global, has invested $37.5 million in Tanmiya Capital Fund II. This investment aims to expand access to growth capital for established small and medium-sized companies (SMEs) in Egypt.
The announcement was made at a ceremony in Cairo, attended by EIB Vice-President Gelsomina Vigliotti and Tanmiya Capital Ventures Managing Partners. The EIB's commitment helped Tanmiya Capital Fund II reach a final close of $130 million, surpassing its initial target of $120 million. The fund is supported by a diverse group of international and local investors, including the Egyptian-American Enterprise Fund (EAEF), the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), and Egypt’s Micro, Small and Medium Enterprise Development Agency (MSMEDA). Managed by the independent Egyptian investment firm Tanmiya Capital, the fund will invest in a diversified portfolio of high-growth Egyptian companies seeking strategic capital for expansion, operational professionalization, and enhanced competitiveness. Investments are anticipated across various sectors, including healthcare, training, financial technology, consumer goods, logistics, and transport.
Why It's Important?
This investment is crucial for addressing the limited availability of long-term equity finance for SMEs in Egypt, a challenge that often hinders their growth and development. By providing both capital and strategic and managerial support, Tanmiya Capital Fund II is expected to help portfolio companies scale up, improve governance, and create jobs. A significant aspect of this initiative is its focus on gender equality, with at least 30% of portfolio companies expected to meet one or more of the EIB’s criteria for financing that supports gender equality. EIB Vice-President Gelsomina Vigliotti emphasized that Egypt's private sector holds substantial potential to drive sustainable growth, create quality jobs, and deepen economic ties with Europe. This investment aligns with the European Union's commitment, through Global Gateway and the new Agenda for the Mediterranean, to fostering a more competitive, inclusive, and resilient Egyptian economy. The operation also supports the EU-Africa Global Gateway Investment Package and is expected to strengthen commercial links between Egypt and Europe, as portfolio companies may source equipment, technology, and services from European suppliers or develop partnerships with European businesses.
What's Next?
The Tanmiya Capital Fund II is expected to build a portfolio of six to eight companies, supporting thousands of jobs across Egypt. The EIB will contribute its expertise in environmental, social, and governance (ESG) standards and international private equity best practices through its participation in the fund’s advisory committee. This ongoing involvement will help ensure that the supported companies adhere to high standards of corporate responsibility and sustainability. The fund's success in exceeding its fundraising target indicates strong investor confidence in Egypt's private sector and the fund's strategy. This could pave the way for similar future investments and partnerships aimed at bolstering economic development in the region. The focus on specific sectors like healthcare, financial technology, and logistics suggests a strategic effort to modernize and diversify the Egyptian economy, potentially leading to increased innovation and competitiveness in these areas.
Beyond the Headlines
The EIB's investment in Tanmiya Capital Fund II highlights a broader trend of multilateral development banks leveraging private investment to achieve development goals. This approach, which combines public and private capital, is increasingly seen as an effective way to address funding gaps in emerging markets. The emphasis on ESG principles and gender equality within the fund's investment criteria reflects a growing recognition of the importance of sustainable and inclusive development. By integrating these considerations, the EIB and its partners aim to not only generate financial returns but also to create positive social and environmental impacts. This initiative also underscores the strategic importance of Egypt as a key partner for the European Union, particularly in the context of regional stability and economic integration. The long-term implications could include a more robust and diversified Egyptian economy, enhanced trade relations with Europe, and a model for private sector-led development that prioritizes sustainability and social equity.
