What's Happening?
Liam Mallon, former President of ExxonMobil Upstream, has been appointed to the board of directors of The Metals Company (TMC). Mallon brings over 40 years of global energy and offshore operating experience to TMC, a company focused on deep seabed mineral
production. His career at Mobil and ExxonMobil spanned 35 years, culminating in his role as President of ExxonMobil Upstream Company and Vice President of ExxonMobil Corporation before his retirement in 2025. During his tenure, he oversaw ExxonMobil’s global upstream portfolio, managed significant annual capital deployment, and played key roles in major growth initiatives, including the Guyana development and the acquisition of Pioneer Natural Resources. Mallon will chair TMC’s Sustainability and Innovation Committee, providing guidance on offshore project development, operational scaling, and innovation initiatives.
Why It's Important?
Mallon's appointment is significant for TMC as the company navigates the U.S. regulatory process for exploring and commercially recovering polymetallic nodules. His extensive experience in developing complex and unconventional resources in challenging offshore environments, coupled with his expertise in building organizations to operate safely and reliably at scale, is expected to be invaluable. TMC aims to establish the world's first commercial subsea mining operation, and Mallon's background in managing large-scale capital investments and offshore projects directly aligns with this goal. His leadership on the Sustainability and Innovation Committee will help ensure robust oversight of execution, capital allocation, and risk management, which are critical for a nascent industry facing environmental and operational complexities. This move could strengthen TMC's position in establishing a domestic source of critical minerals for the U.S., impacting supply chains and national resource security.
What's Next?
TMC is currently progressing through the U.S. regulatory process for its exploration and commercial recovery permits. In August, the National Oceanic and Atmospheric Administration published TMC USA’s consolidated application for an exploration license and commercial recovery permit for the USA-A area and initiated the environmental review process for a separate exploration license application for the USA-B area. With Mallon's expertise, TMC will likely focus on advancing these permitting efforts and preparing for potential commercial production. His role will involve guiding the company through the next phase of establishing commercial subsea mining operations, which includes further offshore project development and scaling. The company anticipates that his experience will help translate its resource opportunities into long-term shareholder value and solidify its leadership in the emerging critical minerals industry.
Beyond the Headlines
The addition of a high-profile executive like Liam Mallon to TMC's board underscores the growing strategic importance of deep seabed mining for critical minerals. This development highlights a broader global trend towards securing diverse and domestic sources of essential materials needed for renewable energy technologies, electric vehicles, and defense. The ethical and environmental implications of deep seabed mining are a significant aspect of this industry, and Mallon's role in chairing the Sustainability and Innovation Committee suggests a focus on addressing these concerns. His experience in large-scale energy projects could influence how TMC approaches environmental stewardship and technological innovation in a new and potentially controversial sector. This move could also signal increased confidence from experienced industry leaders in the viability and future of deep seabed resource extraction, potentially attracting further investment and talent to the field.
