What's Happening?
X-energy, Inc. (Nasdaq: XE), a prominent developer of advanced nuclear reactors and fuel technology, has announced the planned retirement of Joel Duling from his full-time executive leadership position as President of TRISO-X, its wholly-owned nuclear fuels
subsidiary. Duling's retirement is effective November 20, 2026, after more than four decades of leadership in nuclear operations, manufacturing, and program management. He will transition to a part-time role as a Senior Advisor to X-energy CEO J. Clay Sell, where he will continue to support strategic fuel partnerships and supply chain development, as well as the transition to the next TRISO-X president. Under Duling's leadership, TRISO-X achieved significant milestones, including advancing the construction of the first purpose-built commercial TRISO fuel fabrication facility in the United States, securing the first U.S. Nuclear Regulatory Commission license for commercial high-assay low-enriched uranium TRISO fuel, and submitting the first advanced nuclear fuel for irradiation testing at Idaho National Laboratory's Advanced Test Reactor. Jason Hatfield, TRISO-X vice president and chief of staff, will assume interim leadership, while Global Chief Operating Officer Dragan Popovic will oversee the construction of the TX-1 fuel fabrication facility.
Why It's Important?
This leadership transition at TRISO-X comes at a critical juncture for X-energy and the broader advanced nuclear energy sector in the U.S. Joel Duling's contributions have been instrumental in establishing a robust foundation for the commercialization of TRISO fuel, a key component for advanced small modular reactors (SMRs). The successful development and licensing of TRISO fuel are vital for the deployment of X-energy's Xe-100 high-temperature gas-cooled reactor, which aims to set new standards in clean, safe, and reliable energy. The continuity provided by Duling's senior advisor role and the interim leadership structure ensures that critical projects, such as the TX-1 fuel fabrication facility, remain on track. This development underscores the challenges and importance of leadership in pioneering new energy technologies, particularly in a highly regulated and capital-intensive industry like nuclear power. The ability to build a domestic supply chain for advanced nuclear fuel is a strategic imperative for U.S. energy independence and global competitiveness in nuclear technology.
What's Next?
X-energy is currently evaluating both internal and external candidates for a permanent successor to Joel Duling as President of TRISO-X. In the interim, Jason Hatfield will lead TRISO-X, with Dragan Popovic continuing to oversee the construction of the TX-1 fuel fabrication facility in Oak Ridge, Tennessee. The TX-1 facility recently completed vertical construction, and the focus is now shifting to interior buildout, equipment installation, and the construction of supporting facilities. Duling's continued involvement as a senior advisor will ensure that his extensive experience and strategic insights remain available to X-energy during this transition period and for future fuel supply chain initiatives. The successful completion and operationalization of the TX-1 facility are crucial for X-energy to achieve commercial-scale manufacturing of TRISO fuel, which is essential for the deployment of its advanced SMRs and for meeting the growing demand for clean energy solutions.
Beyond the Headlines
The retirement and subsequent advisory role of a seasoned leader like Joel Duling highlight the generational shift occurring within the nuclear industry, as experienced professionals transition while still contributing their invaluable knowledge. This move also underscores the strategic importance of intellectual capital and continuity in complex, long-term projects like advanced nuclear fuel development. The successful commercialization of TRISO fuel, which is designed to be inherently safer and more robust than traditional nuclear fuels, could significantly enhance public confidence in nuclear power. Furthermore, the establishment of a domestic TRISO fuel fabrication facility is not just a business achievement for X-energy but a national security asset, reducing reliance on foreign supply chains for critical energy infrastructure. This development could also catalyze further innovation in nuclear materials science and manufacturing, fostering a new ecosystem of advanced nuclear technologies in the U.S.
