What's Happening?
The Pennsylvania Department of Community & Economic Development (DCED) has released the application timeline for the Educational Improvement Tax Credit (EITC) Program for the 2025/2026 school year. This
program offers tax credits to eligible businesses that contribute to Scholarship Organizations, Educational Improvement Organizations, and/or Pre-Kindergarten Scholarship Organizations. The application process is staggered, with specific windows for different types of applicants. Businesses that have fulfilled a two-year commitment and wish to renew, or those in the middle of their two-year commitment, can apply between May 15 and June 30. All other businesses, including initial applicants and those seeking to submit additional applications beyond a previously submitted two-year commitment, can apply starting July 1. Applications must be submitted electronically through the Enterprise eGrants System, and tax credit applications are processed on a first-come, first-served basis by day of submission. If multiple applications are received on the same day, they are processed randomly.

The EITC program is crucial for fostering educational opportunities in Pennsylvania by incentivizing corporate philanthropy. Businesses authorized to operate in Pennsylvania and subject to various state taxes, such as Personal Income Tax, Corporate Net Income Tax, and Bank Shares Tax, can receive tax credits. These credits amount to 75% of their contribution, up to a maximum of $750,000 per taxable year. This can increase to 90% if a business commits to providing the same amount for two consecutive tax years. For contributions to Pre-Kindergarten Scholarship Organizations, businesses can receive a 100% tax credit for the first $10,000 contributed and up to 90% for the remaining amount, with a maximum credit of $200,000 annually. This financial incentive encourages businesses to invest in educational initiatives, directly benefiting students whose household incomes meet specific criteria, thereby expanding access to quality education across the state.

Businesses interested in participating in the EITC program should prepare their applications according to the announced timeline. Those with existing commitments have priority in the initial application window, followed by new applicants. The DCED will continue to process applications until the available tax credits are exhausted. Approved companies must provide proof of their contribution to the DCED within 90 days of notification, with the contribution itself needing to be made within 60 days of notification. Tax credits are non-transferable and cannot be carried forward or backward, except for pass-through entities that can elect to apply unused credits to owners' tax liability in the subsequent taxable year. The DCED will also provide a format for new reporting requirements for the 2025/2026 school year, which will include details on scholarship recipients, award amounts, and school districts.
