The United States is currently far from regaining dominance in rare earth production, despite ongoing efforts to develop domestic capabilities. According to Moody's Ratings, the U.S. accounts for approximately
12% of global rare earth mining but only 1% of worldwide refining capacity. In contrast, China controls 91% of global refining activity and produces over 70% of the world's rare earth metals. This disparity creates a significant reliance on China for materials essential to high-tech products, including defense weaponry, electric vehicles, and consumer electronics. Efforts to bolster U.S. production include the Mountain Pass mine in California, operated by MP Materials, and projects like Round Top Mountain in West Texas by USA Rare Earth. However, even with these initiatives, the combined U.S. capacity does not currently rival China's. The U.S. once held a commanding share of rare earth production, but environmental concerns and rising costs led to the closure of the Mountain Pass mine in the 1990s, allowing China to dominate the market.
