What's Happening?
One year after the GENIUS Act was enacted to establish a legal framework for stablecoins in the U.S., the detailed regulatory rules remain unfinished. The Office of the Comptroller of the Currency (OCC) and the Federal Deposit Insurance Corporation (FDIC)
are responsible for drafting these rules, which cover critical areas such as reserve requirements, capital buffers, custody practices, and anti-money laundering protocols. Despite the initial deadline of July 18, the rules have not been finalized, leaving the stablecoin industry in a state of regulatory uncertainty. The GENIUS Act provides a two-year grace period for issuers to comply with the forthcoming rules, with non-compliant stablecoins set to be unavailable to U.S. users starting in July 2028.
