What's Happening?
The Michigan Strategic Fund (MSF) Board has approved support for the redevelopment of the former Billinghurst Hotel in Detroit's Midtown neighborhood. This project, backed by Governor Gretchen Whitmer and the Michigan Economic Development Corporation
(MEDC), aims to create 31 mixed-income apartments and 4,341 square feet of commercial space. The total anticipated capital investment for the Billinghurst Apartments is $9,549,589. The MSF Board approved a $1,839,647 Michigan Community Revitalization Program (MCRP) Other Economic Assistance Loan Participation award. Additionally, the project will receive local support through a 15-year Payment in Lieu of Taxes (PILOT) tax reduction plan valued at approximately $3 million and the local portion of the Act 381 Work Plan, valued at about $831,597. The development team is also utilizing Federal Historic Tax Credits and Michigan State Housing Development Authority (MSHDA) Housing Tax Increment Financing.
