Edwin Santiago Bueno, owner of ESB Construction, Inc. in Massachusetts, has been indicted for workers’ compensation fraud. According to the Massachusetts attorney general’s office, Bueno misclassified subcontractors performing roofing work as siding workers or painters
to avoid higher insurance premiums. This misclassification allegedly allowed him to evade approximately $20,194 in premiums owed to Ace American Insurance Co., administered by Travelers Insurance Co. Bueno faces charges of workers’ compensation insurance fraud and larceny over $1,200, with an arraignment scheduled for July 14, 2026.
