Delaware and Enstructure, the operator of the Port of Wilmington, have broken ground on a new container terminal, a project state officials describe as one of the largest economic development initiatives in Delaware's history. The Delaware Container Terminal
(DCT) is a public-private partnership with a total investment of $669 million, including $225 million from Enstructure, $325 million from Delaware, and $119 million in federal grants.
